maintenance obligations

My tenant, who will be renewing her lease for a sixth year, starting 11/1, has requested new paint and carpeting as part of the renewal. Under different circumstances, I would be happy to comply with her reuqest, however, she has also told me that this is the last year she plans to rent from me - will be buying a condo next year. Knowing this, I would rather wait and install new carpeting at the beginning of the lease term for the next tenant.

Is there a frequency in which I am legally obligated to replace carpeting?

No, not in California...however, a landlord should repair or replace carpet that is worn or loose to the point where it presents a safety hazard from a liability-prevention standpoint; same with respect to paint if there is a lead problem.
