Purchase of a Jet Ski

I purchased a jet skit from a co-worker a couple of years ago. I gave him the money he gave me the boat and trailer. He said he couldn't find the titel at the time. I figured no problem. Makes up a new story about it every time I ask for it. Lately has just been ignoring me completely and will not return phone calls or e-mails about it. I can not use it without properly registering it. Where do I go from here?
