Legal Question in Real Estate Law in Illinois

Can I sue the state health department to complete mitigation work on my house if they previously certified it as "Lead Mitigated" prior to our purchase - but it still had major issues that should not have qualified for that status?

The issues are all exterior and were in a similar condition when they last passed certification. The inspector told us that the last inspector "had his own rules" when it came to what qualified as mitigation and "he was close to retirement".

Where would we find representation? Most of our area attorneys are not familiar with this kind of case and have referred us to the Attorney General - who can't represent individuals in court.

Proving this could be difficult but lawsuits against the State are generally to be filed in the Court of Claims unless the State consents to a court of general jurisdiction.
