Acsessing money from estate (disabled)

If one out of three siblings is disabled

is ther any way to achieve funds from an 11,000,000 estate that is owned by my mother and appointed executor is my younger brother,

and in the event of my mother's death,then the three siblings are

entitled to one third each

There is no estate and your younger brother is not the executor until your mother dies. It's her money, and she can do whatever she wants with it.
