Legal Question in Wills and Trusts in Illinois

My dad was in a hospital when he died, but he came from a nursing home. He was there from 2/14/10 off and on until his death 4/20/10. Medicare and his supplemental insurance was paying the bill. There was a "bed holding fee" which we were never charged until after he had died. Now the nursing home says "the family" owes a little over $2,000. These are the main facts. There are a LOT of issues but for times sake, I won't go into. My brother was "power of attorney" and did sign him into the nursing facility, but not for long term. My question is who is obligated to pay the "bed holding fee" which by the way is not covered by Medicare or his supplemental insurance? Also, he doesn't own anything. He unfortunately had dimensia and was giving most of his stuff and money away. My brother did manage to collect his checks the little while he was in the nursing home and that went towards his funeral expenses, which this of course did not fully cover the bill.
