why one of five would get it all

My father resently died of cancer. If he left a will leaving everything to one child why would I get a letter Notice to Heirs and Legatees

Because even though you are not a legatee (a person included in the will), you are an heir-at-law of your father (i.e. if your dad had no will, you would be entitled to a share). As an heir, you have an opportunity (6 months) to challenge the validity of the will.
