Does a will have to be notorized to be legal in the State of Illinois

No. But it is generally wise to do so. If the signature of the person who has signed the Will is notarized, that fact can help to defeat any claim that such a signature was forged.

Also, it is common for attorneys to include an additional Affidavit which notarizes all witness' signatures. Such an affidavit can make the probate process much easier.
