General

Why are rules framed although a specific Act (statute) exits? What purpose do these rules serve? What is the basic idea behind them?

general rule applies to all - specific rule to specified cases-

but in case of lacuna/doubt/ problem where to fall back on - then the gen. rules apply.

in some matters the specific or special rules are yet to be enacted - they shall be governed by the gen.rule.

the gen. rule is the skeleton all others are the other parts of the body. they have to coexist to constitute a living organisim /body

ms kavitha have already told u some differences in the rules and laws. i would add one more basic thing is that

rules as like preamble of the constitution which have guiding relevance and in case of any confusion makes clear the intention of the lawmakers.
