I Pravin P. Ashtaputre was working in Solapur Division of Central Excise as a Data Entry Operator 'Grade A', which came under Aurangabad Commissionerate. In the year 1997, the said Solapur Division was detached from Aurangabad Commissionerate and was attached to Pune-II Commissionerate. I was at Sr.No.12 in the seniority list of Data Entry Operators Gr. A in Aurangabad Commissionerate. However, in public interest and for administrative reasons, I was transfered on account of re-organisation of Commissionerates to Pune-II Commissionerate and theire senoirity came to be fixed at Sr.No.57 in the Pune-II Commissionerate. Since I was transferred in public interest to Pune-II Commissionerate, my lien and seniority ought to have been continued in Aurangabad Commissionerate. In the year 2000, my junior (sr.No.13) was promoted as Data Entry Operator in 'Grade B' in Aurangabad Comm'te, whereas I continued in the lower poer of Data Entry Operator Grade A in the Pune-II Comm'te. Later on the post of Data Entry Operator Gr.A was re-designated as Tax Assistant whereas Data Entry Operator Gr. B was re-designated as Senior Tax Assistant and the cadre of Aurangabad and Pune Comm'tes was unified with the result that now there is a combined seniority list of individuals working in Pune & Aurangabad Comm'tes. In the said conbined seniority list, the erstwhile junior of me in Aurangabad Comm'te is figuring in the list of higher post of Sr. Tax Assistant whereas i am being shown in the list of lower post of Tax Assistant. Thus without my any request (only options were called for by the Deptt. & at that time I had given my option to Pune-II Comm'te, as Solapur Division was tagged to Pune-II Comm'te where I was working) and without my fault , I have been made suffer loss of seniority and promotion.
