Review of a decision

Whether a decision of any authority of law can review decision of his predecessor, where the predecessor has decided the case in favour of one of the party ignoring the material facts/ evidences produced by the other party. if so cite decided case of any court. Whether the decision of apex court in case of Banwasi Seva Ashram decided on 4.10.1993 is relevant.kindly advise. thanks.

No. The same chair, cannot review the decision taken by it whether occupied by the current occupant or its predecessor, only remedy is writ or appeal, unless it is 'an error apparent on the face of it'; which can be rectifed.
