Dear Friend,

To sell goods (be it new or second hand), all you need is an Invoice, Delivery Challan a Receipt Book only with your Name & Business Address printed on it. Apply for the prevalent VAT and Service Tax registrations by visiting the Janakpuri or nearby Sales Tax Office in South Delhi. Opt for Tally-9 Accounting Software and maintain your books of A/c's therein. It's all very simple - do it yourself.
