Legal Question in Civil Rights Law in India

Sir, I was selected as IRSE officer in indian railways by UPSC in 2009 batch, but I was deprived initially as OBC category for which I approached High court . The high court orderd the authority to accept as OBC and ultimately I joined one and half years late than the other my batchmates. Now in case of promotions, whether my promotion will be along with my batchmates or not , I want to know the fact/rules. There is a rule that first promotion is only after completion of 4 yrs of service. In my case, it was not my fault. Thanks.

First and foremost, consider yourself very lucky to have got the IRSE Officer's post, because OBC job reservations are actually long since been abolished. Having got the job, let me tell you that your annual appraisal will be conducted by your immediate superior and the P&A Department, and your promotions will be governed based on your on the job performance assessment with a provision for termination of your services if found unsatisfactory. It has nothing to do with whether your batchmates joined earlier or later.
