Constructions-low lying areas
In1964 , my relative brought up a ground + one ouse in a village in outskirts of Chennai city and by year 2000 with fast developments regular drainage system, corporation water supply and tar topped roads came up. Also adjoining the house many multistoried building had come up. In monsoon time there was hip deep water accumulated in the ground floor building and all efforts by my relative to raise the front and other sides of the house and provide drain pipes to main road. to prevent water from entering the house was futile. She tried raising the ground floor height by three feet. Thus the house area has become a low-lying one.It is 5 years now that it takes 1 to 2 weeks for water to disappear from the plot area after rain stops. The neighbors started complaining such stagnation causes mosquito breeding and foul smell and is a health hazards.
Can the local authorities, if this is brought to their notice, take their complaint and order demolition of the house to bring up the level of the ground... .

The local authorities should come up a solution which may be beneficial to all the house owners in the vicinity.

If the problem continues, you may consider approaching the High Court for appropriate directions to the authorities.
