What are the rules that we have to follow while constructing a house next to neighbour house?
Do we allow neighbour to build toilet near our house entrance, AC Fixing / Open sunshade?

Your statement is incomplete and shorn of facts necessary for an appropriate opinion.
However, the construction of a house has to be as per norms fixed by the local authorities like the municipal committee / corporation or the urban development department of the area concerned.
You may obtain a certified copy of the sanctioned building plan of your neighbour and approach the authorities to stop violation, if any.
