My sister has filled divorce case and her husband came home and snatched her 5 years daughter and ran away .Banglore police station is not taking complain what shall we do

File a complaint with SP and/or commissioner stating the above facts.
You can even file complaint against DV Act with the court.

file a criminal case against him under IPC and DVA. If police does not take appropriate action, approach the Magistrate of your area.

If police is not taking action , your sister can file a criminal complaint case and get d case registered under relevant provisions of IPC. Besides this your sister can file a case under DVA.If your sister wants custody of her child she can file a petition seeking the custody of child .
