By giving license a person can use the creation of the Copyright holder & assignment is the work is doing on behalf of the owner.

In short in licensing another person can use creation of the Copyright holder but in assignment entire things/ rights / ownership / copyright goes to the assignee. the creator left no right with him after assigning the copyright.

licence is permission to use the work while assignment is entrustment to do the job on behalf of copy right holder.
