Can the Coop Hsg. Soc. charge transfer fee, if the conveance deed with the builder is not executed / when the Soc. has got no title to the property?

Transfer fees are charged for transfer of membership and shares of the society.

If your purchaser is willing to acquire your rights without membership and shares of the society, you or he need not pay transfer fees.
