Legal Question in Real Estate Law in India

Mumbai (Andheri) Pagadi System - Our landlord wants to redevelop our Building (comprises of chawls & Flats), as the terms were not good Many Flat owners including us has rejected the proposal.

1) Now the landlord is saying that he would re-develop it and give the one's who have agreed earlier "OWNERSHIP" while he will keep us once again in Pagadi system in the newly construction building - So my Main question is Can he do that - Can he get such approval from Court of Law where some get Ownership as they wanted to come from Chawls to Flat where as we who have rejected it he will still re-develop and keep us in Pagadi system

2) As we have rejected he is not accepting our rent, we tried to money order but that also returned 2 times - So how to pay the rent in Court - Is it a long procedure- & can we pay by Cheque in Court- will court give us the receipt ?
