i want to know if someone is taken a shop on lease from govt and sold that shop to another person,and the new owner given that shop on rent to someone else,can he evict the tenant from the shop

why not. The new owner can definitely evict the tenant to whom the property is given on rent by the new owner. It is settled law that the tenant can not argue that his landlord is not the owner of the property. Once the trnant-landlord relationship is established, the tenant has no escape if the conditions requisite for eviction are otherwise fulfilled.
