if a shop is in a residential area and is closed down can it be sealed? if yes then on what grounds? and any site to which i can refer to?

in case the shop has closed down and no commercial activity is on, it may not be sealed.

Shop is closed means it is not doing any business. But if closed temporarily then the authorities can seal it to prevent further business in it. You approach a lawyer and get court order for getting the seal broken.
