Legal Question in Wills and Trusts in India

I am the joint owner of a flat with my late mother . The flat is a purchased property not ancestral. We are three brothers I am the youngest. Prior to her demise my mother willed her portion to me by a registered will. Prior to the execution of the will I took a notarized NOC from both my elder brothers stating that they are aware of the fact that my mother is willing her portion to me and that they have no objection to the will being made or executed after her death.The Flat is in Kochi Kerala.(India).

The person buying my flat wants the undermentioned

issues resolved.........

My Questions :

1) Do I need a legal heir certificate By TASHILDHAR to sell my flat & Is it necessary ?

2) Also does the property have to be mutated in my name By TASHILDHAR before sale and the document copy to be given to the purchaser ?
