is it illegal for a phone company to block phone calls from my phone number to another phone number without my consent

More information about the origin of the calls and who the calls are for or to would be helpful in understanding your situation. However in all likelihood it is not the phone company which instituted the block, but the person or party with the number being dialed. It if is a phone company, you should look to your contract with your phone company to determine if they or you are in breach of contract or if some other law has been broken. You may wish to hire a lawyer to help you with this situation and advise you how best to proceed.
