legal responsability for 17 year olds

My daughter is now 21 years old,somehow a medical bill was put on her credit from when she was 17 years old that I should be responsable for as her parent. Can she be held resonsable for this bill by law? Does the credit bureau have to remove this bill from her credit report?

A seventeen year old person is usually incompetent to incur enforceable debts. The credit collection agency and credit bureaus should be informed.
