Legal Question in Criminal Law in Indiana

Someone I know is applying for Social Security Disability benefits. They were denied twice. They are able to work, bur have been told by the lawyer to quit their job in order toqualify for SSD. The person is irresponsible with money and is living with his family at a relatives home. They will not stay on a budget and spend more than is coming in with the wife working part time. They have two babies ubder 3 years old. I believe the man should get a job and support his family. His excuse is that he is diabetic and has asthma. Is there a way to report this to the appropriate government office? Thank you,
