Legal Question in Family Law in Indiana

I have a 13 month old son. His father is not listed on the birth certificate and has not established paternity. He doesn't not pay child support and has only seen his son 4 times in the length of his life. Is there a way my father can adopt my son and get his "sperm donor" out of the picture?
