Establishing parernity

How does a man go about establishing that he is the father of a child? What is a Putative father registry?

Does a father have any rights to a child if the mother has a child neglect suit filed in court against her by the state? How could the father intercede in getting a child in this situation?

Any answeres would be greatly appreciated.

the appropriate motion to file is a motion to determine paternity. Custoday, visitation and child support issues can also be included in this motion.
