Obtaining legal guardianship of sister n law

My father n law has agreed to give up legal custody of his 17 yr old daughter to my wife and I. MUST we have legal representation in order to present it to civil court if both parties agree and consent and have signed notarized documents?

You are always entitled to do your own legal representation.

Whether that's wise or not depends on how much work you're willing to do to learn about the proper procedures, paperwork, etc.
