land developer for homes, road/street issue

new home in 2004. all streets paved xcpt one (ours). home bought aug 2004. street to be paved by that fall(verbal) apprasial report shows ''street paved''. is now 2 1/2 yrs later. still not paved. seems no one is now responsible. can get nothing out of the developer. also no help from county commisioners. home in unincorperated are. who would I file suite against, developer and or county. how much weight is this doc called apprasial report that says ''street paved''?

You need to contact an attorney experioenced in contract law to investigate whether the streets have been turned over to the county and whether there is a performance bond.
