Legal Question in Family Law in Iowa

I asked my son's mother if she would switch weekends with me. She agreed. So I wrote up a letter requesting the switch in which I signed and asked her to sign, which she did. We both have a copy of this document. Now with the "switch" just a week away she has changed her mind. Is the document that we both signed legal??

It's not legal until the court signs off on it because it is a modification to the custody and support agreement.
