Legal Question in Family Law in Iowa

visitation question

My three children currently live with me but no one has custody right now. In the past he has moved them out of state on a weekend visit. He now wants visitation, but I can't afford an attorney to set up custody. I am afraid of him taking the kids away again and keeping them from me. They want to see him and he wants to see them, but I would like to find out, if I make him sign something that will hold up if he tries to take them. I would like them to be able to see him, but I need to know if there is anything I can do for a little more assurance until I can get a lawyer and get custody established.
