Legal Question in Employment Law in Iowa

My boss has always been 3-5 weeks behind in payroll. As of this coming tuesday it will be 4 weeks again. My payday is weekly, and he always tells me he will get me caught up, but then gives me the checks all at once and tells me only to cash one at a time..Im a single father who takes care of my 5yr old daughter full time and we get help from the state, and it seems like anytime i have to turn my 30 stubs into our case worker, thats when he does them on his quarterly report sheet and faxes them to her, which makes it look like im getting paid on the weeks as normal ,but i dont even get the checks to cash!! What can i do?
