Legal Question in Employment Law in Iowa

Can a company use an outdated application for employment hiring purposes, when I submitted a current one for the same person. I did not submit the old one. It is over 3 years old. They are asking about information off of the old file, not the new one 5.23/11. IS this fair practice for hiring? I am a 3rd party authorized recruiter hired by the company, and the processors make it very difficult to get anyone hired. They seem to process different recruiters apps differently. What should I do? They have the DAC report printout and will not send me a copy because they paid for it. This would clear up the issue. The company is Hq in Iowa. The applicant is in CA, and I am working out of GA.

Iowa is a right to work state and that means you can be terminated for any reason, good reason or no reason at all. Employers can hire based on any criteria they deem relevant that is not illegally obtained.
