Can an employer tell an employee they are not allowed to take college classes while a full time employee?

If the classes interfere with the person's duties at work, they can, because Iowa is a right to work state. Unless you have a contract of employment that spells out the terms and conditions of your employment they can set any rule they like, as long as it doesn't violate some other law.
