withheld property

an (ecoove ) forbids a person from exiting Israel until the legal matter they are involved in comes before a judge . Can a person living outside Israel put an ecoove on someone living in Israel for withholding property.If it is possible how would you do it .

The "Ecoove" is a restraining order that limits a defendant in certain extreme circumstances to leave the country (in order to secure payment after judgment.

It can be requested by any plaintiff (even he resides outside of Israel), but, as I said, this is rarely granted (the courts will prefer an order that does not limit travel of the defendant, such as attachment of property).

A motion requesting the Ecoove is usually filed along with a statement of claim, with supporting affidavit and evidence showing both a good cause of action and the likelihood that the defendant might leave the country in order to avoid the verdict
