where do i go to get information on a ''declaration of succession'' to clear up title of ownership on property in italy

In most cases, a declaration of succession would be prepared by a Notary, called "Notaio" in Italy, which is a legal professional, more like an attorney than like a "notary public" in the U.S.

In our office, with its appointment as a Civil Law Notary in Florida, we have frequently had occasion to prepare notarial documents, principally destined for France, including a "Declaration of Succession." We may, therefore, be in a position to assist in going forward.
