Employee raiding

Is there any prohibition on one company hiring away an entire department of a

competitor?

That depends. Under some circumstances it might violate the Uniform Trade Secrets Act.

If the employees are being recruited (or the department) for the purpose of getting their specialized knowledge and contacts with customers, it could very well be a serious violation of trade secret laws.
