How Long Before its ''too long?''

If someone is arrested and a case is made- How long can they wait to prosecute? Or to make their decision? This happened almost 4 years ago and has been continued many times.

There is not an absolute limitation period once the charges have been brought. However, four years seems long. Perhaps the defendant should file a Motion to Dismiss because of the delay.
