In state of ks, if a motorcycle is given as a gift, with title and insurance paid by the person receiving the cycle,, is the cycle legally theirs?

Yes. But, if the giver sues to get paid back for an expensive item, it can be tough proving it was a gift, if the two people are not related, or there was no event (Christmas, birthday, etc.)
