Custodial Parent Claim Dependent

My divorce judge ruled that my ex husband shall claim my child as a dependent as long as he pays child support. I am the custodial parent. Is this normal/fair? I provide most all of his needs. The ex pays only $56.00 per week child support which barely covers child care when school is in session and is only half child care when school is out.

Although normal and fair are not the same thing, this is an unusual ruling since the default provision is that the custodial parent gets to claim the tax deduction. It may be worth appealing.
