i am a foster/adoptive parent in ky. we have had are 3 kids for seven years. now the father wants them back. no tpr has been done.do we have ant legal rights

You can attempt to intervene in the case, but it is at the judge's discretion. If can also prove you provided the majority of finance support for the children during this time, you would have the right to pursue a separate action where you seek to be deemed a "de facto" custodian with rights equal to the parents. However, this is almost always impossible to prove because of the per diem foster parents receive which usually covers more than half of the actual expenses of the children.
