Louisiana non-profit organization law

I would like to know how to go about and what is the Louisiana law on the establishment of a non-profit organization in Louisiana. It would be for an individual who was to be established as non-profit for the sole purpose of securing donations, holding fundraisers for an international adoption.

I need to ask you a question. Are you wanting to form this organization to collect money so it can conduct the business of International Adoptions, or, is the money being collected to accomplish one particular International Adoptions? It may not be necessary to form an organization at all.
