judicial interest rates

I really would like to know what the correct judicial interest rates are for the years of 1997, 1998, and 1999. I have gotten the rates from two local attorneys and have gotten different figures from each for those years.

Judicial interest rates for the State of Louisiana for 1997: Jan 1, 1997 to July 31, 1997: 9.25%; August 1, 1997 to December 31, 1997: 7.90%. Judicial interest rates for the State of Louisiana for 1998: Jan 1, 1998 to Dec 31, 1998: 7.60%. Judicial interest rates for the State of Louisiana for 1999 (whole year): 6.73%. Judicial interest rates for the State of Louisiana for 2000: 7.285%. (as published in the "Louisiana Register" and the "Louisiana Bar Journal").
