managment cashing employees checks without permission and taking money is legal

Management has been cashing other peoples checks without them being signed and taking the money. Is this legal or non legal? They claimed that the employees owed money.

That is clearly against the law. An employer cannot deduct anything from an employee's check because 'they claim' the employee owes them money.

What you describe is illegal. An employer may, in certain circumstances, deduct wages from an employee's pay for valid reasons, but those instances are limited and the deductions have to be valid and not disputed. Taking an employee's check, cashing it and keeping the money is probably a violation of Louisiana's Wage Payment Statute, maybe a violation of the FLSA and possibly even a criminal violation.
