Your written lease controls what the agreement was between you. There is a warranty that the apartment should be inhabitable. In order to properly notify the landlord, you should do so in writing sent certified mail, return receipt requested. Give them a minimal number of days to repair, referencing the length of time problem has existed and the number of complaints made. Include that you will be vacating and that the lease is void if the problem is not resolved in the time indicated. Five days should be sufficient.
