The answer to your questions depends on a lot of things whether she can or can't. If she has been appointed an "independent executor (-trix) in a will, yes. If she has not been so appointed, but yet, if she obtains court authorization to do so, yes. You need, as a minimum, to get you a copy of the LOUISIANA CODE OF CIVIL PROCEDURE (See Louisiana Legislature Web-site, section of LA Laws, LA CODE OF CIVIL PROCEDURE) and read the section on Administration of Successions.
