If you mean petition to referendum, the answer is No. However, I would be interested to know what law you have in mind, and what you find objectionable about it.

I am not sure what you mean by 'petition' a federal law, but you can challenge the constitutionality of law, such as arguing that it violates due process, equal protection, or on first amendment grounds. - Michael Worsham, [email protected]
