Legal Question in Criminal Law in Maryland

Warrant Issued-Criminal

The defendant was charged with Warrant Isued -Criminal for not making the payments he agreed to pay to the plantiff. He was found guilty for not having license to perfomr perform the jobs he did. The warrant was issued in March and he has been in the court several times and he has not been arrested. I checked his record and he has different cases (paternity, tickets, etc) and almost all of them with different addresss. His mother lives in front of my house and I have seen him almost every weekend. Why the police has not arrested him yet? I want my money. Wha tod I have to do so the police can arrest him? The case is the State of Maryland agains him, this is not a civil case.

thanks
