Is it considered child support.

If a court orders all child support be paid through the child support enforcement, and the noncustodial parent gives money to the custodial parent instead of cse, is this considered a gift or can it be credited toward the amount owed to child support enforcement.

Unless there were circumstances showing it was intended as something in addition to the child support amount, the payor would be entitled to credit. If the amount given was the same as the award, that would be pretty good evidence that it was intended as the support payment, even if it was not paid to the correct recipient OCSE, to make sure you get proper credit.
