can they dismiss child support

my childrens mother took off out of state when she got behind in support can the state close the case because they are unable to locate her she is never seen or heard from no one knows where she resides it has been almost five years now

Even if the state inactivates its file, it's always subject to being reopened if the mother can be located. If you are motivated to find her and try to collect her child support arrearage, you could hire a search firm or use an on-line service to try and get current information. If you are able to find her and she's working, you'll have a source of recovery.
