what are his rights?

my husband and i have two kids, however once we were married, i found out he has another child, he waived his parental rights, the child's mom is married and her husband thinks that's their child. is my husband still entitled to pay child support for that child.

If the child is his, then he can be required to pay child support. Whether your husband has "waived his parental rights" or not, he cannot waive his child's right to support. Of course, it may come as a shock to the child's mother's husband to learn that it isn't his child, and maybe that might discourage her from pursuing support. But assuming she is willing and able to prove paternity, your husband could be required to provide support.
